Destínase la suma de quinientos mil pesos ($ 500.000.00) para dar cumplimiento adecuado al artículo 8º de la Ley 71 de 1890 que a la letra dice:

"Artículo 8º. El Gobierno proveerá a la Academia de un local adecuado para sus reuniones y formación de biblioteca, museo y conservación de sus archivos".
