º . DE LOS FONDOS. Los fondos son un sistema de manejo de cuentas de parte de los bienes o recursos de un organismo, para el cumplimiento de los objetivos contemplados en el acto de su creación, y cuya administración se hace en los términos en éste señalados. Cuando a dichas características se quiera sumar la personalidad jurídica, los fondos, lleven o no la mención concreta de rotatorios, son establecimientos públicos, que se regirán por las normas del presente estatuto aplicables a esta clase de entidades.
