º. De los servicios públicos domiciliarios. De conformidad con la ley, todo usuario tiene derecho a que se le facture por concepto de consumo, las unidades que hayan sido efectivamente consumidas. Cuando exista medidor, el consumo se debe determinar por la diferencia entre la lectura actual del medidor y la lectura anterior, siempre y cuando el medidor este funcionando correctamente.
