Toda reunión o desfiles públicos que degenere un tumulto o cause intranquilidad o inseguridad pública será disuelto. No se adelantará procedimiento alguno contra las personas que acaten las órdenes de la autoridad. En caso contrario serán puestas a disposición de la autoridad competente.
