Autorizase al Gobierno Nacional para que, con los requisitos de la aprobación por el Presidente de la República, previo concepto favorable del Consejo de Ministros y de la revisión del Consejo de Estado, incorporase en el Presupuesto Nacional vigente, el ingreso y la apropiación provenientes de las operaciones financieras autorizadas por el artículo anterior.
