Las restricciones a la importación, para las cuales queda facultado el Gobierno en el artículo anterior, deberán hacerse, cualquiera que sea el sistema que adopte, proporcionalmente al volumen de importación de cada .Departamento, Intendencia y Comisaría, tomando el promedio de los tres últimos años.
