El inciso 1º del artículo 120 la Ley 9º de 1989, quedará así:

"Autoriza se al Banco Central Hipotecario, BCH, a emitir con respaldo en los recursos del Fondo de Descuento Hipotecario, FDH "Cédulas de Ahorro y Vivienda" amortizadas por el sistema de fondo acumulativo de amortización gradual por medio de sorteos. Las emisiones serán de varias clases según el plazo, intereses, vencimiento o con otras formas de amortización que determine la Junta Monetaria".
