Vigencias futuras para órganos, fondos y beneficiarios del Sistema General de Regal í as. Las vigencias futuras para la asunción de compromisos que afecten presupuestos de posteriores bienalidades para fondos y beneficiarios del Sistema General de Regalías deberán solicitarse por los Órganos Colegiados de Administración y Decisión a través de sus Secretarías Técnicas, cuando el proyecto evidencie que su ejecución se adelantará excediendo la bienalidad respectiva. La Dirección General del Crédito Público Nacional del Ministerio de Hacienda y Crédito Público elaborará los manuales e instructivos que definan la forma de aplicación de dichas autorizaciones en los términos definidos por la ley.
