Artículo cuarto. El Ministerio de Educación Nacional podrá delegar la entrega de tiquetes en las Secretarías de Educación de los Departamentos, en la Secretaría de Educación del Distrito Especial de Bogotá, o en otras entidades seccionales. Los planteles educativos están en la obligación de resellar los tiquetes que les sean confiados para entrega a los beneficiarios.
