Art. 4.° Adiciónase el inciso 2.° del artículo 83 de la lei 49.ª de 13 de junio de 1866, orgánica del servicio de correos, así:

"2.° La correspondencia privada que dirijan o reciban los Senadores Plenipotenciarios, los Representantes, el Presidente de la Union i sus Secretarios de Estado, los Diputados i Comisarios de los Territorios nacionales, los Majistrados de la Corte Suprema federal i el Procurador jeneral de la Nacion."
