Por el Ministerio de Obras Públicas se dictarán las medidas conducentes a comprar a la Municipalidad de Bogotá el sitio en donde fue enterrado en el cementerio de esta ciudad el cadáver del señor General Roa y a que se le levante en el mismo sitio un monumento que testifique la gratitud de la Nación para con este abnegado servidor público. Los gastos que demande el cumplimiento de esta disposición sean de cargo de Estado y se tendrán por incluidos en el Presupuesto de gastos de la vigencia en curso.
