Durante dos años, a partir de la vigencia de la presente Ley, los trabajos de estudio y localización del ferrocarril Diviso-Pasto se adelantarán simultáneamente con la construcción de las obras portuarias de Tumaco, cumplidos los cuales se iniciará la construcción de dicha vía.
