Art. 1.° El Presidente de la República podrá ejercer en todo tiempo sus funciones en cualquier punto del territorio de la Nación.

Parágrafo

Guando el Presidente ejerza sus funciones fuera de Bogotá, los asuntos urgentes podrán ser despachados por el Ministro ó Ministros que él designe, en la capital de la República.
