Es aquella que por sus características especiales entraña peligro a las personas, naves o instalaciones del puerto o al medio ambiente, debiendo ser manipulada de acuerdo a las normas del Reglamento de Seguridad, y se encuentra clasificada por el Comité de Expertos de las Naciones Unidas y por la Organización Consultiva Marítima Intergubernamental. (IMCO).
