º. Definición del Sistema Nacional de Control Interno. Es el conjunto de instancias de articulación y participación, competencias y sistemas de control interno, adoptados en ejercicio de la función administrativa por los organismos y entidades del Estado en todos sus órdenes, que de manera armónica, dinámica, efectiva, flexible y suficiente, fortalecen el cumplimiento cabal y oportuno de las funciones del Estado.
