La asistencia que la Nación o las entidades públicas presten a las víctimas de los atentados terroristas, en desarrollo de lo dispuesto en el presente título y de los programas de atención que al efecto se establezcan, no implica reconocimiento por parte de la Nación o de la respectiva entidad de responsabilidad alguna por los perjuicios causados por el atentado terrorista.
