º El salvoconducto de que trata el artículo anterior, será expedido por el Ministerio de Guerra (Estado Mayor General) y fuera de la capital de la República por la primera autoridad civil, mediante consulta telegráfica al mismo Ministerio y previa autorización de éste. La expedición del salvoconducto requerirá la previa presentación por el interesado de los comprobantes que lo acrediten como persona de buenas costumbres y antecedentes y la certificación de ser amigo de Colombia, si es extranjero.
