Es entendido que cada una de las entidades de donde habrá de surgir a la vida el Patronato Colombiano de Artes y Ciencias, continuará sus actividades independientes, sin que el Patronato pueda para nada inferir en aquéllas, salvo para estimularlas con auxilios especiales, coordinar las actividades de una con otras y llenar los vacíos que eventualmente fuere necesario suplir.
