Art. 2°. Se autoriza para cada bienio el empleo hasta de cincuenta mil pesos para gratificaciones proporcionales a los sueldos fijos de que disfrutan los Telegrafistas, debiendo el Gobierno en la primera liquidación del Presupuesto distribuir la suma que al efecto apropie el Congreso. Para el próximo bienio se reputara incluida la suma expresada en el Presupuesto de Gastos.
