Las personas, sin haber cometido ninguna de las Infracciones descritas en este estatuto, están afectadas por el consumo de drogas o sustancias que producen dependencia física o síquica, serán enviadas a los establecimientos señalados en los artículos 4 y 5 del Decreto 1136 de 1970, de acuerdo con los procedimientos señalado por ese Decreto.
