Art. 3.º Suprimense en los libros de las Oficinas pagadoras las cuentas que hasta ahora se han llevado por gastos que no son efectivos, á los capítulos del Presupuesto "su cuenta de anticipaciones." En consecuencia, todo pago afectará directamente el respectivo capítulo del Presupuesto con crédito a la cuenta de la especie en que se haga el pago.
