La cuenta de papel sellado y estampillas se llevará de conformidad con lo prevenido en los decretos ejecutivos o reglamentos sobre la Contabilidad de la Hacienda Nacional, y con las instrucciones especiales que dicte el Director de la Contabilidad General. Dichas cuentas serán formadas y rendidas mensualmente.
