° La Superintendencia General de Puertos, podrá otorgar concesiones por plazos mayores a veinte (20) años, prorrogables por períodos sucesivos hasta de veinte (20) años cada uno, para la construcción y operación de puertos destinados a la exportación del carbón. En ningún caso el plazo inicial podrá ser superior a treinta (30) años.
