Con las partidas globales votadas en este Presupuesto para el sostenimiento de dependencias o servicios nacionales no podrá purgarse ninguna clase de primas o bonificaciones sobre sueldos básicos que fijen las leyes o que hayan sido legalmente autorizadas, con excepción de las primas o bonificaciones que las leyes conocen a los miembros y al personal civil de las fuerzas Militares y de Policía. La Contraloría General hará cumplir estrictamente esta disposición.
