Si para la consecución, mediante operaciones de crédito, de los fondos que requiere la Nación para el cumplimiento de esta ley, el Gobierno tuviere que constituir garantía específica, podrá pignorar de preferencia las acciones que adquiera en la empresa hidroeléctrica de que se trata.
