Autorízase al Gobierno para disponer, en los casos necesarios, la refección del Crucero, las Cañoneras y los Vapores de guerra; para venderlos y conseguir otros más adecuados, si lo creyere conveniente; para proveerlos de artillería y demás elementos de guerra; y para contratar hasta cuatro Oficiales de Marina del exterior, á efecto de que vengan á dar enseñanza en dicho arte durante el término de cuatro años, con las condiciones que el Gobierno tenga á bien señalar.
