Es entendido que los colonos o cultivadores delos terrenos a que se refiere a artículo anterior, quedan en completa libertad para adquirir su título por medio delos procedimientos ordinarios o en la forma especial determinada por esta Ley. Y es asimismo entendido que las cantidades provenientes de las erogaciones que quieran hacer los cultivadores o colonos, ingresarán al Tesoro Municipal respectivo, para ser destinadas a los objetivos contemplados en el artículo 2º de la Ley 32 de 1917 .
