Art. 1.° Noventa días después de la publicación de esta ley en el Diario Oficial , los cargamentos de mercaderías extranjeras que se dirijan á los puertos de la República, con destino al consumo de ésta, quedan sujetos á las formalidades exigidas por el Código Fiscal para las mercaderías destinadas á los puertos habilitados, en cuanto dicho Código se refiere á la presentación de facturas certificadas por los Cónsules respectivos.
