Artículo primero. Los incrementos que a partir del 30 de junio de 1979 registren las reservas técnicas y matemáticas de las compañías de reaseguros de vida y las de las compañías de seguros de vida, deducidos los préstamos con garantía de pólizas correspondientes a dichos aumentos, estarán sujetos a inversión obligatoria en un sesenta por ciento (60%), que se distribuye así

El cincuenta y ocho por ciento (58%) en bonos de vivienda popular del Instituto de Crédito Territorial;

El dos por ciento (2%) en "bonos forestales" de que trata el artículo 5º del Decreto 1533 de 1978.
