º. Para que el departamento o distrito pueda acceder a la cofinanciación de que trata el artículo anterior, deberá presentar a la entidad cofinaciadora, como mínimo, una certificación en donde se demuestre el cumplimiento de lo establecido en el artículo 1º. expedida por el Contralor Departamental o Distrital o quien haga sus veces. Para efectos de la aplicación de este Decreto, se excluirán los recursos transferidos por parte de la Nación a los departamentos y distritos.
