El Gobierno presentará de acuerdo con el artículo 38 de la Ley 34 de 1923 , el crédito adicional al Congreso para el cumplimiento de esta Ley, y en caso de clausura de la presente legislatura antes de recibir el proyecto respectivo los debates reglamentarios en ambas Cámaras, quedará el Gobierno autorizado para abrir ese crédito por los trámites administrativos.
