° Delégase al Gobernador del Departamento de Bolívar la facultad de aprobar o improbar los contratos que a nombre del Estado celebre el Administrador del Lazareto de Caño de Loro y que requieran la aprobación del Jefe del Poder Ejecutivo, según el artículo 31 del Código Fiscal vigente (Ley 110 de 1912), cuando la cuantía de dichos contratos no exceda de doscientos pesos ($ 200). Cuando la cuantía exceda de esta suma, debe enviarse al Ministerio de Gobierno acompañado de un informe o concepto del Gobernador del Departamento citado.
