Artículo décimo. El régimen laboral, inclusive el de los salarios de los trabajadores al Servicio de la Salud a que se refiere este Decreto, será adoptado por el Gobierno con carácter especial teniendo en cuenta la naturaleza del Servicio y los recursos fiscales y humanos para atenderlo.
