El Gobierno Nacional, a través del Ministerio de Hacienda y Crédito Público, podrá emitir títulos de deuda pública interna con cargo al cupo de endeudamiento interno autorizado por la Ley 25 de 1980 , y previo concepto de la Comisión Interparlamentaria de Crédito Público, el cual deberá rendirse dentro de los ocho (8) días siguientes a la fecha en que para tal efecto la cite el Gobierno, y del concepto de la Junta Monetaria.
