Llevarán estampillas por valor de diez pesos, los documentos siguientes: 1º Las cartas de naturalización de extranjeros. 2º Los pasaportes, excepto los expedidos a militares en servicio, inclusive los que expidan en el Exterior los Agentes Diplomáticos o Consulares. 3º Los títulos de concesión de tierras baldías, cuando la extensión exceda de cien hectáreas sin pasar de mil.
