El artículo 125 del Decreto 80 de 1980 quedará así:

"Las disposiciones del presente Decreto relativas a las instituciones oficiales de educación superior, constituyen el estatuto básico u orgánico de las del orden nacional y regional.

En armonía con los artículos 6°., 187, ordinal 6°., 187, ordinal 6°. y 197 ordinal 4o. de la Constitución Política, las normas de este Decreto deberán aplicarse para la creación de las instituciones departamentales, intendenciales, comisariales o municipales y del Distrito Especial de Bogotá".
