El Gobierno procederá a conseguir un empréstito para la compra de cuatro dragas destinadas a la limpia y mejoramiento del rio Magdalena.

Dicho empréstito no ganará un interés mayor del diez por ciento (10 por 100), ni será amortizado en un plazo inferior al de cuatro a\os, ni para llevarlo a efecto se requiere la aprobación del Congreso.
