Artículo quinto. Por razones de ubicación, o por motivos económicos de carácter nacional, el Gobierno podrá, por medio de Decreto, excluir del régimen aquí previsto determinados terrenos baldíos y disponer que su adjudicación la haga directamente el Ministerio del ramo.
