El Gobierno Nacional podrá celebrar con entidades nacionales o extranjeras los contratos de fideicomiso, garantía y agencia fiscal o de pago a que hubiere lugar, para la adecuada colocación y servicio de los documentos de deuda, contratos que solo requerirán para su validez la firma del Presidente de la República, previo concepto favorable del Consejo de Ministros.
