De las facultades que por esta Ley se conceden al Gobierno podrá hacer uso este hasta el día 1o de agosto de 1925, debiendo dar cuenta al Congreso en sus próximas sesiones ordinarias de las medidas que al respecto haya dictado o de los contratos que haya celebrado, los cuales solo requieren para su validez de la aprobación del Concejo de Ministros. Los decretos que en cumplimiento de esta Ley dicte el Gobierno tendrán el carácter de decretos legislativos.
