Adiciónase un nuevo numeral al artículo 502 del Decreto 2685 de 1999, el cual quedará así: "1.29 Cuando se encuentren productos de procedencia extranjera sujetos al impuesto al consumo, fuera de los sitios autorizados por la Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales (DIAN) sin los elementos físicos de marcación y conteo".
