La producción, expendio y comercio del alcohol impotable, serán libres en el territorio de la República de acuerdo con lo dispuesto en la Ley 84 de 1916 . Ninguna Asamblea, ni ningún Gobernador podrán dictar ordenanzas o decretos que tiendan a restringir la producción o el consumo del alcohol impotable. Lo dispuesto aquí rige desde la sanción de esta Ley.
