Artículo segundo. Los contratos que celebre el Departamento de La Guajira para la ejecución de las obras contempladas en el presente Decreto, requerirán para su validez la aprobación del Departamento Nacional de Planeación,

Parágrafo

La Oficina de Planeación Departamental de La Guajira rendirá un informe trimestral sobre la ejecución de las obras de qué trata el presente Decreto al Departamento Nacional de Planeación. Esta entidad, a su vez, controlará el avance físico y financiero de los programas y proyectos de inversión.
