Solidaridad en la financiación de los planes de ordenación y manejo de cuencas hidrográficas. Las autoridades ambientales competentes, las entidades territoriales y demás entidades del orden nacional, departamental o municipal, asentadas y con responsabilidades en la cuenca, podrán en el marco de sus competencias, suscribirse a los convenios para la ejecución de proyectos de financiación por fuera de los límites jurisdiccionales.
