En cada biblioteca, museo o archivo publico se formara, conforme al dictamen de las Academias y con aprobación del Gobierno, una sección especial de libros, documentos u objetos que por escasez, rareza, o valor extraordinario histórico y político, científico o artístico, puedan llamarse únicos. Tales libros, documentos u objetos no podrán sacarse del

Respectivo establecimiento, por ningún motivo ni bajo ninguna fianza. El funcionario que violare esta prohibición es responsable conforme a las leyes.
