Convócase en todo el territorio nacional al pueblo de Colombia para que decida libremente si aprueba o rechaza un referendo constitucional dispuesto en la Ley 796 de 2003, en los términos fijados por la Corte Constitucional en la parte resolutiva de la Sentencia C-551 del 9 de julio de 2003, por medio de la cual efectuó la revisión previa de constitucionalidad de la misma, para el día 25 de octubre de 2003.
