Los materiales genéticos básicos producidos por instituciones, publicas que vayan a entregarse para su multiplicación y distribución posterior, deberán probarse previamente por da entidad oficial que determine el ministerio de Agricultura. La entrega de materiales básicos se autorizara solamente a quien compruebe debidamente que cuenta con dirección técnica, personal experto e instalaciones y equipos adecuados para la producción se semilla certificada.
