Art. 77. Cuando á la Oficina general de Cuentas no se hubiere dado aviso oportuno de "haber hecho la notificación á los responsables en los casos del artículo 42, se entenderán notificados sesenta días después de publicados en el periódico oficial los respectivos edictos, y se exigirá la responsabilidad en que hayan incurrido las autoridades encargadas de hacer la notificación. Respecto de los responsables que residan fuera del territorio de la República, el término fatal para dar por verificada la notificación será de ciento veinte días.
