El Ministerio de Higiene queda facultado para proceder inmediatamente todas las medidas que estime necesarias y convenientes para la reorganización del Centros de Higiene, a fin de que éstos presten el más efectivo servicio y, por lo tanto, el Gobierno queda facultado para señalar los sueldos y determinar el personal con que cada uno de ellos deba funcionar.
