Utilización de redes. Los concesionarios de licencias para la prestación de servicios de telecomunicaciones, podrán prestar servicio portador utilizando redes de su propiedad, o arrendado capacidad de red de terceros, siempre y cuando hayan obtenido previamente concesión en los términos señalados en este Decreto, sin perjuicio de lo dispuesto por la ley 142 de 1994.
